Calculate depth and rarity of randarts in proportion with power

Rarity should be a simple power/4 or something (but this will need reworking after #984), since power now tends to top out around 850-900 (Bladeturner). In fact it would be best to use a self-calibrating scale, to cope with future changes to the power algorithm - this would mean noting the max power during store_base_power.

We might want a bit more sophistication to get really low rarities (e.g. the Phial).

Depth should be same as base item depth for less powerful artifacts (e.g. power < 100), and then gradually deeper as power rises.

[f9418a3] (SVN r1808) provides an initial implementation of this. Once it's had some testing, I'll make it a bit more intelligent.
