Player not told when timed effect increases

[15350d4] (SVN r1067): Tell the player when timed effects increase or decrease as a result of effects

There's a typo in that code:

/* Incrementing */
else if (v > p_ptr->timed[idx] && effect->on_decrease)
    message(effect->msg, 0, effect->on_increase);

"on_decrease" should be "on_increase"
