Fix randart gen chances

Something is wrong with the middle tier of randart rarities. Those under 200 power are getting alloc_prob in the range 8-20, which is fine, but the 400-500 power are all alloc_prob 5 (which is wrong), and the 200-300 tier are all alloc_prob 15+, which is wrong. Need to debug and check that var_power and avg_power are being calculated correctly.

Fixed in For 3.2 I have gone back to retaining the effective rarity from the base artifact, as this is more consistent than a power-based rarity until the power algorithm is rewritten (#1005).
