Weak characters display next "extra blow" incorrectly

Description

This problem appears both in the chardump and item inspection:

a) a Long Sword (2d5) (+3,+2) {wielded}

Dropped by Farmer Maggot in town.


You do not know the full extent of this item's powers.


Combat info:
1.0 blow/round.
With an additional 10 strength and 0 dex you would get 1.0 blows
With an additional 0 strength and 1 dex you would get 1.0 blows
Average damage/round: 8.4.

(STR is 13, and DEX is 18.)

Commit 4d49e86 on myshkin/staging on github fixes this problem. We now see

     With +10 STR and +0 DEX you would attack a bit faster
     With +16 STR and +0 DEX you would get 1.1 blows
     With +0 STR and +1 DEX you would attack a bit faster
     With +10 STR and +1 DEX you would get 1.1 blows
     With +0 STR and +5 DEX you would get 1.1 blows
