Rewrite target.c so it's less hideous

One of the many drivers for doing this is that target.c currently knows nothing about what type of attack is selecting a target and therefore what the maximum range is. Adding this would enable (among other things) us to display out-of-range squares on the path in a different colour (see #21).

Range for firing and throwing is currently checked in ranged_helper() in attack.c; not sure where it's checked for spells.
