Allow specification of seed_randart

Using the same seed will generate the same randarts (if the code is unchanged). So a logical successor to #1155 is to allow the player to input a specific seed (just like random map seeds in the Imperialism games). Obviously the seed needs to be visible (e.g. in the spoiler).
Probably best done once the randart code settles down after the rewrite.
