Create a master message buffer

Message-handling is a mess. We often run into problems where we want two messages printed in a certain order, and we have to bend over backwards and include nasty hacks to make it do so.

We should have a master message buffer, with all the standard messages codified. Each message code would have a priority. Once per game turn, we empty the buffer -- first the priority 1 messages, then priority 2, and so on. This way we can ensure, for instance, that "You die" is always the last message printed.

We already have something like this for monster messages, so the two would have to be integrated or combined somehow.

I think it would be really great to keep all message strings in a central place, it would make translations much easier to produce.

It would also fix issues like #1519. IMO we should build on the monster message work: abstract that up a level (so that messages are events?) and generalise to include all messages. See also #1500, #1045, #1490, #1509, #1120, #1376, #57.
