Handle flags which trigger at random

At the moment random teleportation uses special-case code. It would be nice if any object flag could have its effect triggered at random. Simplest might be to use OFT_RANDOM and have a code block which is used if any such flags are present. There's probably a neater way though.
(The example given was a weapon which causes random berserking.)
