Purge some artifacts

It is often complained that some artifacts are useless. I don't particularly want to do the pruning myself, but maybe someone else might volunteer/would be up for it if asked.

Save our artifacts! Rebalance them and the game instead. This is the same deep problems as uselessness of expensive average weapons (that O solved partially, though it failed by introducing big constant damage bonus to branded weapons), etc.

I think, in particular making the early (low character level) part of the game longer would make early artifacts useful. It's absurd that often the first 20 CL take 100 times less than what is spent at maxed CL or even between, say CL 40 and CL 45. Recently Un reduced greatly the XP bonus from low-level diving, we'll see how it plays...

I'll happily adjust depths and rarities of standard artifacts to make as many useful as possible. I'll equally happily remove those which cannot be made useful.

Per discussion on IRC with d_m, some additional considerations:

  • ensuring that all artifacts have combat plusses of at least (+9, +9) - with certain exceptions like Aglarang and Pain - as part of being considered useful.
  • adding Istari staves as caster artifacts (rblind/rconf/rsound, regen, stealth, INT etc. etc.) - this actually means a new base item type (tval and sval).

I don't think lack of combat pluses is a good metric of an Artifacts worth. It is really easy to up enchant weapons to (+10,+10) (Unless availability of the Enchant scrolls is going to be restricted).

[fe0e2e5] (SVN r1706) is an overhaul of the artifact set, ensuring +9 or more dam on every weapon, and increasing the attractiveness of all the under-used items. I didn't actually delete any, preferring instead to find ways of making them more useful. The forum thread discussing the changes is

Note to self: need to check the code to ensure that the few paradigm-breaking changes will work (Paurnimmen, Haradrim). Paurnimmen in particular needs a change to code which is currently specific to rings.

[3d2a780] (SVN r1712) copes with Paurnimmen's brand, and any other brands or slays on nonweapons. Haradrim seems to work fine, but it cocks up #922, which now needs fixing.
