Also, work out whether we should just give a big penalty to-hit on melee attacks, or make it so that the player can never attack monsters and _doesn't waste a turn trying to_.

The not-wasting-a-turn has been fixed in [67d620c] (SVN r1380).

... and the big to-hit penalties were in [bbbc758] (SVN r1090) ... so perhaps this is done?
