20-tile LOS and 18-tile LOF hurt users of small screens, especially handhelds. Should be investigated at the same time as #225, as it will affect many of the same aspects of the game.

LOS size affects combat tactics a lot. Targetting is way far, far behind that. If you reduce LOS too much monsters could get too close too fast, or you would see dangerous monsters too late to back to safety. Monster detection ranges would need tweaking as well as telepathy etc. Actually making LOS much bigger than LOF is a good thing. I would propose making LOS _bigger_ not smaller.

Too small screen is not a thing that we should even consider. LOS size has been big enough for two decades now, it shouldn't get any smaller. If angband 20 tile LOS is too much for some modern phone it shouldn't be any reason to make game worse to 99.99% of other players.
