Update rings of escaping description/display info

Description

The description needs to note that it gimps your spellcasting. That's the easy bit.

The character info screen needs to reflect that you cannot melee at all - at the moment it just shows the effect of -20 to hit, which is correct for missiles but misleading for melee. The alternative is to print 'Fear' on the status line I guess ...

Ok. All that's happening is that it sets p_ptr->state.afraid ... so the description just needs to pick that up in describe_misc_magic().
