Rings of Escaping too powerful for Rangers

Rings of Escaping are way overpowered when playing a Ranger: they're available at 750ft, grant a bonus of +4 to speed and only prevent melee attacks (giving missile attacks a -20 penalty to-hit). The problem here is that Rangers dual-wearing Rings of Escaping will get a *stacking* bonus of +8 to speed very early in the game, while only suffering from a *single* penalty of -20 to-hit, which will be rapidly countered by the skill bonus in bows they get each level.

To balance those rings, the speed bonus could be lower (+2 for example) or the to-hit penalty could be bound to the ring (like a cursed Ring of Accuracy), not to the "fear" effect.

You might want to change the afraid negative bonus into base miss chance increase. Instead of calculating between 90% hit or miss (5% always hit 5% always miss), calculate between 25% always miss and 5% always hit. Two rings = 45% always miss, 5% always hit. That takes care of using it for damage purposes.

This same change should be done also for spells, add it to minimum fail chance and stack it, because mages are even worse with this (+8 speed for free essentially, since low level attacks spells can still be at min fail).

There are only two ring slots, so rangers wanting +8 speed won't be wearing rings of SI, FA or anything else. Having played a ranger in competition 88, yes I did use rings of Escaping but not very often and not for very long: the -20 penalty was too severe early on (I kept missing) and later on there were too many other rings I wanted to wear.

Being bold and closing as wontfix, but happy to be overruled as ever.
