randarts: ensure that activations do not duplicate flags

In remove_contradictory, need to check for activations that do TMD_ equivalents of flags already on the randart. This will require a function in effects.c to return any TMD_ flag the effect activates (as well as one in obj-flag.c to return the TMD_ flag to check for).
