Document common build patterns and makefile usage

Right now documentation on how to build angband, run stats, run tests, build docs, etc is sort of scattered around and haphazard.

We should have one document, something like INSTALL or install.txt or build.txt or something that tries to be comprehensive for all platforms, compilers, and goals.

Especially given the (somewhat) complicated make system, it would be good to list all the targets we expect people to be using in one (top-level) place.

This would also be a good place to explain what the scripts do.

This is now available in compiling.txt in the root dir. Thanks to d_m for kicking it off. Since it's an ongoing task to maintain/improve it, I'll close the ticket.
