Split up improve_attack_modifier

One of the biggest contributors to slow stats, this should *only* deal with working out the mult. All the learning stuff for monster flags should be called separately. Note to self: the monster learning function(s) should be in mon-lore.c

This is fixed in v4 in 98fd3d3 but that was a massive rewrite of slay handling to use pvals for variable (percentile) slays, so it's not portable. Still worth fixing separately in V for stats purposes, but not a high priority.
